The top 10
I know you have to know when to use it, but it's still probably not good enough to be in the top 10, you can react to it when you step to block it in time, not all the time but kinda like lars u/f+4 when you duck, you can *sorta* see it and stand up to block.
Lets just say I've been CH 4 / ch b+1'd far too many times to think it's a good move anymore lol, even if I use it sparingly
